World Champions Commission (WCC)

Championship Policy and Bylaws

The World Champions Commission (the “WCC” or the “Commission”) is a membership-based association dedicated to combat sports. These Championship Policy and Bylaws establish governance standards and procedures for the identification and recognition of WCC Champions across boxing, mixed martial arts, and other combat sport disciplines as determined by the Commission.

Article I — Definitions

For purposes of these Championship Policy and Bylaws, the following terms shall have the meanings set forth below:

  • “Athletic Commission” means a governmental or quasi-governmental commission or authority that regulates combat sport contests in a jurisdiction.
  • “Commission” and “WCC” mean the World Champions Commission.
  • “Division” means a weight class or other competitive classification recognized by the applicable sanctioning body for the relevant combat sport.
  • “Eligible Fighter” means a fighter who satisfies the requirements of Article III and is not disqualified under Section 3.02.
  • “Eligible Fan” means a member of the public permitted by the Commission’s then-current rules and eligibility verification procedures to participate in WCC voting.
  • “Highest-Rated World Champion” means the top world champion designation in a division as determined by the applicable sanctioning body’s rules (excluding interim, in-recess, regional, or similar non-primary titles).
  • “PEDs” means performance-enhancing drugs or prohibited substances, as defined by the applicable Athletic Commission or sanctioning authority.
  • “Poll” means the official WCC voting mechanism used to select a WCC Champion during a Voting Period.
  • “Sanctioning Body” means an established organization that sanctions, ranks, and/or recognizes world championships for a combat sport (e.g., for boxing, WBA, WBC, IBF, WBO), as determined by the Commission.
  • “Unification Bout” means a bout in which two or more recognized champions in the same Division compete to unify championships.
  • “Undisputed World Champion” means a fighter who holds all primary world championship titles in a Division as recognized by the applicable sanctioning bodies, as determined by the Commission.
  • “Voting Period” means the period during which a Poll is open for voting, as scheduled under Article V.
  • “WCC Champion” means the fighter recognized by the Commission as champion of a Division pursuant to these Championship Policy and Bylaws.
  • “WCC Championship Bout” means a bout designated under Article VI that results in crowning the WCC Champion for a Division.

Article II — Voting Definitions

For purposes of Articles IV, V, and X, the following voting-related terms shall have the meanings set forth below:

Examples are provided for convenience and do not modify the meaning of the defined terms.

  • “Ballot” means the set of choices presented to a voter within a Poll for a Division during a Voting Period. Example: If the lightweight division Poll includes Fighter A and Fighter B, selecting one of them on-screen constitutes completing the Ballot for that Poll.
  • “Certification” means the Commission’s confirmation that vote tabulation has been completed in accordance with Commission procedures and that results are final for announcement. Example: After the Poll Close Time, the Commission verifies counts and publishes “certified results.”
  • “Electorate” means the individuals eligible to cast votes in a Poll, as described in Section 4.01. Example: Retired world champions and Eligible Fans who meet WCC requirements comprise the Electorate for a given Poll.
  • “Per-Vote Charge” means the fee assessed for a single (1) vote cast in a Poll for a specific Division, as described in Article X. Example: A middleweight vote may carry a $1.60 Per-Vote Charge, plus applicable third-party processing fees.
  • “Poll Close Time” means the time at which the Poll closes, as established by the Commission under Section 5.03. Example: If a bout window ends on Saturday, the Poll closes at the time designated by the Commission.
  • “Recount” means a re-tabulation of votes conducted by the Commission in its discretion in the event of a Tie or suspected Irregularity. Example: If two Eligible Fighters are separated by an unusually small margin, the Commission may re-run tabulation to confirm totals.
  • “Tie” means an equal number of votes between the highest-ranked Eligible Fighters in a Poll at the close of the Voting Period. Example: Fighter A receives 10,000 votes and Fighter B receives 10,000 votes at the Poll Close Time.
  • “Vote” means a single recorded selection by a member of the Electorate in a Poll for a Division during a Voting Period. Example: One Eligible Fan casts one Vote for Fighter A in the welterweight Poll.
  • “Vote Tabulation” means the process of counting, validating, and aggregating Votes cast in a Poll in accordance with Commission procedures. Example: Tabulation includes rejecting invalid submissions and summing valid votes for each Eligible Fighter.
  • “Voting Period” has the meaning set forth in Article I. Example: The Voting Period is the multi-week window between designated bouts during which the Poll remains open.
  • “Voting Window” and “Bout Window” mean the time period established under Article V between designated bouts during which a Poll is open for voting. Example: The Voting Window may run from Monday following Bout 1 through Monday following Bout 2.
  • “Irregularity” means suspected fraud, abuse, system error, duplicate voting, chargebacks, or other conduct that, in the Commission’s judgment, may compromise the integrity of a Poll. Example: Multiple votes linked to the same prohibited account pattern or a high volume of chargebacks may be treated as an Irregularity.

Article III — Eligibility for WCC Championship Recognition

Section 3.01 Recognized Championship Status. To be eligible for WCC Championship consideration, a fighter shall be recognized by an established sanctioning body as the highest-rated world champion in the applicable division. Interim, “in-recess,” and regional champions are not eligible.

Section 3.02 Disqualifying Conduct. A fighter shall be disqualified from WCC Championship consideration if the fighter (a) is subject to a suspension for the use of performance-enhancing drugs (“PEDs”) imposed by a recognized athletic commission or sanctioning authority, or (b) has been convicted of a violent crime, as determined in accordance with Section 8.02 (Commission Determinations).

Article IV — Champion Selection and Voting

Section 4.01 Electorate. WCC Champions shall be selected through a vote conducted among (a) retired world champions and (b) eligible fans, as defined by the Commission from time to time.

Section 4.02 Determination of WCC Champion. Upon the close of the applicable voting period, votes shall be tallied in accordance with Commission procedures. The eligible fighter receiving the highest number of votes shall be designated the WCC Champion for the applicable division.

Article V — Voting Periods and Poll Administration

Section 5.01 Scheduling of Voting Periods. Voting periods shall occur between the scheduled bouts of eligible fighters within a division, as determined by the Commission.

Section 5.02 Illustrative Example. The following example is provided for administrative clarity. Assume all bouts occur on a Saturday:

  • Fighter A fought on January 5
  • Fighter B fights on March 7
  • Fighter C fights on May 5
  • Fighter D fights on June 30

Section 5.03 Poll Close and Certification. Polls shall close at the time established by the Commission for the applicable bout window, and the WCC Champion shall be announced after vote tabulation and certification.

Section 5.04 Illustrative Voting Period Ranges. Based on the example above, the voting periods would be as follows:

  • Monday January 7 – Sunday March 8
  • Monday March 9 – Sunday May 6
  • Monday May 7 – Sunday July 1

Section 5.05 Voting Charges; Reference to Fee Schedule. Participation in any Poll during a Voting Period may be subject to the Per-Vote Charge applicable to the Division for which the vote is cast, and may require an active Eligible Fan membership subscription, in each case as set forth in Article X.

Article VI — Unification Bouts

Section 6.01 WCC Championship Bout Designation. If a unification bout is scheduled between eligible champions within a division, such bout shall be designated a WCC Championship Bout, and the winner shall be crowned the WCC Champion for that division.

Article VII — Undisputed Champions

Section 7.01 Automatic Recognition. If a fighter becomes the undisputed world champion in a division, that fighter shall be recognized as the WCC Champion for that division for so long as the fighter remains undisputed, subject to Article VIII.

Article VIII — Title Stripping, Vacancies, and Commission Determinations

Section 8.01 Effect of Sanctioning Body Stripping. If a champion is stripped of a title by the applicable sanctioning body, the Commission shall determine whether such stripping affects the fighter’s eligibility for WCC Championship consideration under Article III. The replacement champion recognized by the sanctioning body shall not automatically be deemed the WCC Champion; rather, the fighter’s status shall be subject to the selection process set forth in Articles IV and V, unless Article VII applies.

Section 8.02 Commission Determinations. Any determination required under these Championship Policy and Bylaws, including determinations regarding eligibility, disqualifying conduct, Irregularities, Tie procedures, and the interpretation or application of these Championship Policy and Bylaws, shall be made by the Commission in its good-faith discretion and shall be final.

Article IX — Administration and Amendments

Section 9.01 Authority; Amendments. The Commission shall have authority to administer these Championship Policy and Bylaws, adopt reasonable procedures consistent with them, and interpret and apply them in good faith. These Championship Policy and Bylaws may be amended by the Commission from time to time.

Article X — Fees, Subscriptions, and Voting Charges

Section 10.01 Membership Subscription Fee. In order to qualify as an Eligible Fan for purposes of voting, an individual shall maintain an active WCC fan membership subscription in the amount of $1.00 per month. Credit card processing and similar third-party fees are excluded and may be charged in addition to the subscription amount.

Section 10.02 Voting Charges. The fee for a single (1) WCC Championship vote shall be based on the Division for which the vote is cast (a “Per-Vote Charge”). By way of example, the Per-Vote Charge for one middleweight boxing championship vote is $1.60 plus the credit card processing fees.  Fans can make multiple votes as often as they choose.

Section 10.03 Fee Schedule. The Commission shall publish and maintain a fee schedule setting forth the applicable Per-Vote Charges by Division. The fee schedule in effect as of the Effective Date is set forth below.

Article XI — Rating Calculations

Section 11.01 Separate Polls; Combined Rating. For purposes of ranking Eligible Fighters within a Division, the Commission shall conduct (a) a poll of retired world champions and (b) a poll of Eligible Fans. Points shall be awarded separately within each poll based on placement, and the Combined Rating for each Eligible Fighter shall be the sum of such points, as determined under Section 11.02.

Section 11.02 Points Schedule. The points schedule below shall apply unless modified by the Commission pursuant to Article IX:

Section 11.04 Illustrative Calculation (Fighters A–D). The following example illustrates the calculation of Combined Rating points using the points schedule in Section 11.02.

Assumed results: In the Retired World Champion Poll, Fighter A places 1st, Fighter B places 2nd, Fighter C places 3rd, and Fighter D places 4th. In the Eligible Fan Poll, Fighter B places 1st, Fighter A places 2nd, Fighter D places 3rd, and Fighter C places 4th.

Section 11.03 Ties; Adjustments. In the event of a Tie or other Irregularity, the Commission may conduct a Recount and take such actions as it deems necessary to preserve the integrity of the rating process, consistent with Article VIII. The Commission may also revise the points schedule prospectively by amendment.

World Champions Commission (WCC)

Championship Policy and Bylaws

The World Champions Commission (the “WCC” or the “Commission”) is a membership-based association dedicated to combat sports. These Championship Policy and Bylaws establish governance standards and procedures for the identification and recognition of WCC Champions across boxing, mixed martial arts, and other combat sport disciplines as determined by the Commission.

Article I — Definitions

For purposes of these Championship Policy and Bylaws, the following terms shall have the meanings set forth below:

  • “Athletic Commission” means a governmental or quasi-governmental commission or authority that regulates combat sport contests in a jurisdiction.
  • “Commission” and “WCC” mean the World Champions Commission.
  • “Division” means a weight class or other competitive classification recognized by the applicable sanctioning body for the relevant combat sport.
  • “Eligible Fighter” means a fighter who satisfies the requirements of Article III and is not disqualified under Section 3.02.
  • “Eligible Fan” means a member of the public permitted by the Commission’s then-current rules and eligibility verification procedures to participate in WCC voting.
  • “Highest-Rated World Champion” means the top world champion designation in a division as determined by the applicable sanctioning body’s rules (excluding interim, in-recess, regional, or similar non-primary titles).
  • “PEDs” means performance-enhancing drugs or prohibited substances, as defined by the applicable Athletic Commission or sanctioning authority.
  • “Poll” means the official WCC voting mechanism used to select a WCC Champion during a Voting Period.
  • “Sanctioning Body” means an established organization that sanctions, ranks, and/or recognizes world championships for a combat sport (e.g., for boxing, WBA, WBC, IBF, WBO), as determined by the Commission.
  • “Unification Bout” means a bout in which two or more recognized champions in the same Division compete to unify championships.
  • “Undisputed World Champion” means a fighter who holds all primary world championship titles in a Division as recognized by the applicable sanctioning bodies, as determined by the Commission.
  • “Voting Period” means the period during which a Poll is open for voting, as scheduled under Article V.
  • “WCC Champion” means the fighter recognized by the Commission as champion of a Division pursuant to these Championship Policy and Bylaws.
  • “WCC Championship Bout” means a bout designated under Article VI that results in crowning the WCC Champion for a Division.

Article II — Voting Definitions

For purposes of Articles IV, V, and X, the following voting-related terms shall have the meanings set forth below:

Examples are provided for convenience and do not modify the meaning of the defined terms.

  • “Ballot” means the set of choices presented to a voter within a Poll for a Division during a Voting Period. Example: If the lightweight division Poll includes Fighter A and Fighter B, selecting one of them on-screen constitutes completing the Ballot for that Poll.
  • “Certification” means the Commission’s confirmation that vote tabulation has been completed in accordance with Commission procedures and that results are final for announcement. Example: After the Poll Close Time, the Commission verifies counts and publishes “certified results.”
  • “Electorate” means the individuals eligible to cast votes in a Poll, as described in Section 4.01. Example: Retired world champions and Eligible Fans who meet WCC requirements comprise the Electorate for a given Poll.
  • “Per-Vote Charge” means the fee assessed for a single (1) vote cast in a Poll for a specific Division, as described in Article X. Example: A middleweight vote may carry a $1.60 Per-Vote Charge, plus applicable third-party processing fees.
  • “Poll Close Time” means the time at which the Poll closes, as established by the Commission under Section 5.03. Example: If a bout window ends on Saturday, the Poll closes at the time designated by the Commission.
  • “Recount” means a re-tabulation of votes conducted by the Commission in its discretion in the event of a Tie or suspected Irregularity. Example: If two Eligible Fighters are separated by an unusually small margin, the Commission may re-run tabulation to confirm totals.
  • “Tie” means an equal number of votes between the highest-ranked Eligible Fighters in a Poll at the close of the Voting Period. Example: Fighter A receives 10,000 votes and Fighter B receives 10,000 votes at the Poll Close Time.
  • “Vote” means a single recorded selection by a member of the Electorate in a Poll for a Division during a Voting Period. Example: One Eligible Fan casts one Vote for Fighter A in the welterweight Poll.
  • “Vote Tabulation” means the process of counting, validating, and aggregating Votes cast in a Poll in accordance with Commission procedures. Example: Tabulation includes rejecting invalid submissions and summing valid votes for each Eligible Fighter.
  • “Voting Period” has the meaning set forth in Article I. Example: The Voting Period is the multi-week window between designated bouts during which the Poll remains open.
  • “Voting Window” and “Bout Window” mean the time period established under Article V between designated bouts during which a Poll is open for voting. Example: The Voting Window may run from Monday following Bout 1 through Monday following Bout 2.
  • “Irregularity” means suspected fraud, abuse, system error, duplicate voting, chargebacks, or other conduct that, in the Commission’s judgment, may compromise the integrity of a Poll. Example: Multiple votes linked to the same prohibited account pattern or a high volume of chargebacks may be treated as an Irregularity.

Article III — Eligibility for WCC Championship Recognition

Section 3.01 Recognized Championship Status. To be eligible for WCC Championship consideration, a fighter shall be recognized by an established sanctioning body as the highest-rated world champion in the applicable division. Interim, “in-recess,” and regional champions are not eligible.

Section 3.02 Disqualifying Conduct. A fighter shall be disqualified from WCC Championship consideration if the fighter (a) is subject to a suspension for the use of performance-enhancing drugs (“PEDs”) imposed by a recognized athletic commission or sanctioning authority, or (b) has been convicted of a violent crime, as determined in accordance with Section 8.02 (Commission Determinations).

Article IV — Champion Selection and Voting

Section 4.01 Electorate. WCC Champions shall be selected through a vote conducted among (a) retired world champions and (b) eligible fans, as defined by the Commission from time to time.

Section 4.02 Determination of WCC Champion. Upon the close of the applicable voting period, votes shall be tallied in accordance with Commission procedures. The eligible fighter receiving the highest number of votes shall be designated the WCC Champion for the applicable division.

Article V — Voting Periods and Poll Administration

Section 5.01 Scheduling of Voting Periods. Voting periods shall occur between the scheduled bouts of eligible fighters within a division, as determined by the Commission.

Section 5.02 Illustrative Example. The following example is provided for administrative clarity. Assume all bouts occur on a Saturday:

  • Fighter A fought on January 5
  • Fighter B fights on March 7
  • Fighter C fights on May 5
  • Fighter D fights on June 30

Section 5.03 Poll Close and Certification. Polls shall close at the time established by the Commission for the applicable bout window, and the WCC Champion shall be announced after vote tabulation and certification.

Section 5.04 Illustrative Voting Period Ranges. Based on the example above, the voting periods would be as follows:

  • Monday January 7 – Sunday March 8
  • Monday March 9 – Sunday May 6
  • Monday May 7 – Sunday July 1

Section 5.05 Voting Charges; Reference to Fee Schedule. Participation in any Poll during a Voting Period may be subject to the Per-Vote Charge applicable to the Division for which the vote is cast, and may require an active Eligible Fan membership subscription, in each case as set forth in Article X.

Article VI — Unification Bouts

Section 6.01 WCC Championship Bout Designation. If a unification bout is scheduled between eligible champions within a division, such bout shall be designated a WCC Championship Bout, and the winner shall be crowned the WCC Champion for that division.

Article VII — Undisputed Champions

Section 7.01 Automatic Recognition. If a fighter becomes the undisputed world champion in a division, that fighter shall be recognized as the WCC Champion for that division for so long as the fighter remains undisputed, subject to Article VIII.

Article VIII — Title Stripping, Vacancies, and Commission Determinations

Section 8.01 Effect of Sanctioning Body Stripping. If a champion is stripped of a title by the applicable sanctioning body, the Commission shall determine whether such stripping affects the fighter’s eligibility for WCC Championship consideration under Article III. The replacement champion recognized by the sanctioning body shall not automatically be deemed the WCC Champion; rather, the fighter’s status shall be subject to the selection process set forth in Articles IV and V, unless Article VII applies.

Section 8.02 Commission Determinations. Any determination required under these Championship Policy and Bylaws, including determinations regarding eligibility, disqualifying conduct, Irregularities, Tie procedures, and the interpretation or application of these Championship Policy and Bylaws, shall be made by the Commission in its good-faith discretion and shall be final.

Article IX — Administration and Amendments

Section 9.01 Authority; Amendments. The Commission shall have authority to administer these Championship Policy and Bylaws, adopt reasonable procedures consistent with them, and interpret and apply them in good faith. These Championship Policy and Bylaws may be amended by the Commission from time to time.

Article X — Fees, Subscriptions, and Voting Charges

Section 10.01 Membership Subscription Fee. In order to qualify as an Eligible Fan for purposes of voting, an individual shall maintain an active WCC fan membership subscription in the amount of $1.00 per month. Credit card processing and similar third-party fees are excluded and may be charged in addition to the subscription amount.

Section 10.02 Voting Charges. The fee for a single (1) WCC Championship vote shall be based on the Division for which the vote is cast (a “Per-Vote Charge”). By way of example, the Per-Vote Charge for one middleweight boxing championship vote is $1.60 plus the credit card processing fees.  Fans can make multiple votes as often as they choose.

Section 10.03 Fee Schedule. The Commission shall publish and maintain a fee schedule setting forth the applicable Per-Vote Charges by Division. The fee schedule in effect as of the Effective Date is set forth below.

Article XI — Rating Calculations

Section 11.01 Separate Polls; Combined Rating. For purposes of ranking Eligible Fighters within a Division, the Commission shall conduct (a) a poll of retired world champions and (b) a poll of Eligible Fans. Points shall be awarded separately within each poll based on placement, and the Combined Rating for each Eligible Fighter shall be the sum of such points, as determined under Section 11.02.

Section 11.02 Points Schedule. The points schedule below shall apply unless modified by the Commission pursuant to Article IX:

Section 11.04 Illustrative Calculation (Fighters A–D). The following example illustrates the calculation of Combined Rating points using the points schedule in Section 11.02.

Assumed results: In the Retired World Champion Poll, Fighter A places 1st, Fighter B places 2nd, Fighter C places 3rd, and Fighter D places 4th. In the Eligible Fan Poll, Fighter B places 1st, Fighter A places 2nd, Fighter D places 3rd, and Fighter C places 4th. 

Fighter A will be determined the WCC World Champion.

Note: This illustrative calculation is provided for clarity only; official results, including any tie handling, recounts, or adjustments, shall be determined by the Commission in accordance with these Championship Policy and Bylaws.

 

Section 11.03 Ties; Adjustments. In the event of a Tie or other Irregularity, the Commission may conduct a Recount and take such actions as it deems necessary to preserve the integrity of the rating process, consistent with Article VIII. The Commission may also revise the points schedule prospectively by amendment.
